Chairman Gallup opened the meeting at 6:30PM

Betty Ramspott gave the details of the general election and wanted to publicly thank the following people for making the November 6th election run as smoothly as it did;

7:00PM Appoint & Swearing in Part-Time Police Officer
Chief Cahill introduced Officer Edward Shaughnessy as the new Part-time Police Officer in Sunapee. Betty Ramspott sworn Officer Edward Shaughnessy in as a Sunapee Officer.

7:05PM Trustees of the Trust Fund Candidates
The Candidates, Jolene Chappell and Lena Welch were introduced to the Board.
•Motion to appoint Jolene Chappell and Lena Welch as members of the Trustees of the Trust Fund until the March 2013 election by Selectman Gottling, seconded by Selectman Hastings. All in Favor.

7:15PM Noise Ordinance
Chairman Gallup opened the meeting for public comments, which there were none. Chairman Gallup then asked if the Board had any questions or comments. The Town Attorney has requested that the Board hold off adopting the new noise ordinance so she can review the ordinance.

7:30PM Scott Blewitt-Looney Lunge and Donations
Scott Blewitt asked permission from the Board to hold the Looney Lunge on December 1st as part of the Sunapee Harbor Magic event. Motion to approve and support the Looney Lunge as part of the Sunapee Harbor Magic event on December 1st by Selectman Trow, seconded by Selectman Gottling. All in Favor.
Scott Blewitt received a wonderful letter from the Sunapee Seniors with a check in the amount of $300 from the Sunapee Seniors for the Recreation Department. Motion to transfer $300 from general fund to special rec fund by Selectman Hastings, seconded by Selectman Trow. All in Favor.
Scott Blewitt wanted to mention the Turkey Trot that will be held this Thursday and thank the wonderful department heads for their help and support in this great event.

Public Comments
Chairman Gallup asked if the Town Manager had an update on Tony. Donna Nashawaty updated his progress. Tony is hoping to be back in January.





Selectmen Action
•Motion to appoint Spec Bowers as a member to the Budget Advisory Committee by Selectman Trow, seconded by Selectman Hastings. All in Favor.
•Motion to approve the New England Handicapped Sports Association Raffle permit by Selectman Gottling, seconded by Selectman Trow. All in Favor.  
The Board received and reviewed the funding request from Pathways, which are a non-profit agency serving people with developmental disabilities in Sullivan and Lower Grafton Counties. After much discussion, the Board will wait until the end of budget process to see where they stand.  
Donna Nashawaty reviewed the budget public hearing and deliberative session dates with the Board. Donna Nashawaty also went over some of the changes on the statement of expenditures 2013 and the fire pay point system. The Board decided to include the fire pay point system as a warrant article.
Selectman Gottling stated that regular meeting is scheduled on December 31st. The Board will see how the December 3rd and 17th meetings go before deciding if they would have a “meeting holiday.”    
The warrant articles will need to be put in order for the deliberative booklet. The Board reviewed the 2013 warrant articles with emphasis on the library bond article, paving program article, removing the reduce principal hydro warrant, removing the gazebo roof warrant, which will come out of the capital reserve fund. Donna Nashawaty stated that there might be an article to paint the clock tower on the Harbor House Livery Building.    
 
Town Manager Report
Donna Nashawaty handed out a booklet covering State Aid to Municipalities that she thought was great reading material.
Chief Cahill put in and received a $914.36 police grant for training.
Donna Nashawaty went over the gazebo roof quotes with the Board.
Donna Nashawaty presented the Board, as requested, for their review, a “draft” letter to New London Hospital regarding the ambulance contract. The Board gave input and Donna Nashawaty will have final version for the next meeting.
